Is a collection of Individuals, Professionals and institutions with a common goal to improve the living conditions of the low income earners (The poorest of the poor) around the world, through  virtameetin Nigeria project, this program is also known as Destiny boosting program. The destiny boosting program is coordinated by modern city planner’s world, an XVP holder, also a member of virtacoinworld development and  management team.. We creates an opportunity for our registered destiny boosting coordinators to use our netwok to boost the destiny of three low income earners either in their families, kindred, villages or community while our registered regional coordinators will use our network to to boost the destiny of low income earners in their various regions through the registered virtameetin Nigeria destiny boosting coordinators .The regional coordinators will start their 1st generation   matrix network with 90xvp to boost the destiny of three low income earners by the year 2021 and ends their matrix network with fifty nine thousand and forty nine(59,049) low income earners between the year 2015 to 2057(1st to 10th generation)   through our 3 by 3 force matrix system of destiny boosting empowerment program.

 Virtameetin Nigeria project is divided into two categories of membership, namely(1) Virtameetin Nigeria destiny boosting coordinators( 2) Virtameetin Nigeria regional coordinators. The destiny boostiny coordinators are the beneficiaries of virtameetin Nigeria  free destiny boosting funds which  will be allocated to the low income earners to improve their standard of living by the year 2021. The destiny boosting program is designed in such away that the the benefited low income earners in any region after receiving our free destiny boosting fund will also function as virtameetin Nigeria destiny boosting coordinator, to assist virtameetin Nigeria expand destiny boosting program to the grass root level.They will always have access to Virtameetin Nigeria 30% reserve fund for the destiny boosting project, to boost the destiny of three other low income earners in their respective families. While the functions of the Virtameetin Nigeria regional coordinators is to  coordinates the 3 by 3 force matrix network generation, begining from the 1st  to 10th generation  between the year 2021 to 2057.They will also supervise the activities of the destiny boosting coordinators to make sure that their 1st to 10th generatona matrix network achieved a targeted  numbers of fifty nine thousand and forty nine(59,049) low income earners whose  financial,social and economic lives are destiny to improve through this destiny boosting boosting project all over the world particularly Nigeria by the year 2057 
 The vision of virtameetin Nigeria project (The destiny boosting program) will be accomplished in forty two  (42) years in ten phases at 4 years intervals, beginning from the year 2015 to 2057.Modern city planners world through Virtameetin Nigeria  will boost the destiny of seven hundred (700) low income earners in the selected regions, in the rural and urban areas to improve the living condition of the low income earners, our vision is to achieve the following target (1) improve the financial capacity of the low income earners(2) reduce the high rate of rural-urban migration among the youths(3) redistribute wealth to the common man (4)reducing the high rate of unemployment (5)reduce the high rate of crime and social violence among the youths (6)restore hope to the hopeless etc. The selected low income earners will receive our free destiny boosting fund by the year 2021.The projected numbers of low income earners to receive our free destiny boosting fund beginning from the 1st generation matrix network (phase 1) to 10th generation matrix network(phase 10) between the year 2015 to the year 2057, through the 700 low income earners(The registered virtameetin Nigeria destiny boosting coordinators) selected from different regions, is projected to be  thirteen million, seven hundred and seventy eight thousand,one hundred (13,778,100) low income earners around the world, under our 3 by 3 force matrix system of destiny boosting program..

 This is one of the  project in virtacoinplus development  that is designed to empowers the low income earners all over the world through destiny boosting program, with the vision to change the life of the low income earners (the poorest of the poor) in our respective families, kindreds, villages and towns by providing free destiny boosting fund to the low income earners at least between 30xvp(stage( 1) to 7,5xvp(stage 4) which we called our  regional destiny boosting commission (RDBC) to improve the financial, social and economic lives of the low income earners in any registered regions of the world. Urban and Regional Planning in the Post Military Era: 1999 to Date
The new democratic era in Nigeria 1999 to date witnessed many planning activities. For instance, the implementation of FCT master plan was pursued vigorously with El-Rufai firm posture on development control and strict adherence to the content of the plan. The period witnessed the commissioning of several master and structure plans for many educational institutions, state capitals, districts in Abuja and the review of existing plans. The Niger Delta regional development master plan was commissioned and is being implemented.
The post military era also witnessed the use of urban planning as a political tool where political leaders support development control only when it is against political opponents. Railway transportation mode, airports and seaports were revitalized to meet international standard. We also observed the creation of regional development blocks in Nigeria viz: BRACED State. Oduduwa States and the already existing Arewa States for all the 19 northern states. A major planning step expected of these regional blocs is the development of regional physical and socio-economic development plans which have not yet being realized. It need be emphasized that all economic development planning efforts must be accompanied with a corresponding physical development plan.

A residential area is a land use in which housing predominates, as opposed to industrial and commercial areas. Housing may vary significantly between, and through, residential areas. These include single-family housing, multi-family residential, or mobile homes. Zoning for residential use may permit some services or work opportunities or may totally exclude business and industry. It may permit high density land use or only permit low density uses. Residential zoning usually includes a smaller FAR (floor area ratio) than business, commercial or industrial/manufacturing zoning. The area may be large or small.
In certain residential areas, largely rural, large tracts of land may have no services whatever, thus residents seeking services must use a motor vehicle or other transport, so the need for transport has resulted in land development following existing or planned transport infrastructure such as rail and road. Development patterns may be regulated by restrictive covenants contained in the deeds to the properties in the development, and may also result from or be reinforced by zoning. Restrictive covenants are not easily changed when the agreement of all property owners (many of whom may not live in the area) is required. The area so restricted may be large or small.
Residential areas may be subcategorized in the Concentric zone model and other schemes of urban geography.

The Centre for Urban Research and Innovations in collaboration with the Association of African Planning Schools (AAPS), conducted a study on ‘infrastructure knowledge programme policy research’ themed Urban infrastructure in Sub-Saharan Africa – harnessing land values, housing and transport’.
The study commissioned by the UK Department for International Development’s (DfID) focused on planning and land use legislation, urban infrastructure finance, urban land markets   all targeted towards answering two key questions;
·         To what extent is the additional finance available through increasing land values used to develop improved infrastructure?
  • Where authorities are able to do this, are they using the finance raised to fund infrastructure that is likely to enhance the city’s productivity and job-creation potential and / or benefit low income groups?
The study was spearheaded by Prof. Peter Ngau – the director CURI assisted by Ms. Sharon Boit and Mr. Philip Olale who are research assistants at the centre. The centre worked with members from the AAPS and was able to come up with useful findings as outlined below;
Planning legislation
In Kenya, planning of urban areas, land use management and development control has long been highly problematic. First, there has been uncoordinated planning, for example, plans are prepared and funded at the sector, district, local government and constituency level. Under these circumstances, accountability and effective monitoring of development plans would be a problem. It also means that funds are so thinly spread out that on application their impact is at best minimal. Another major challenge of development planning has been the poor linkage between local planning and budgeting in a properly conceived medium term expenditure framework.
